[HTTPS-Everywhere] 2012.12.17 chromium "overdue bugfixes" beta

This was relesed two days ago, but bugs in the Chrome Web Store prevented us
from uploading it there until now.  You can also install it directly from EFF
by performing crazy drag and drop rituals with this file:
