[HTTPS-Everywhere] version 0.9.6 still reads 0.9.5b in install.rdf

Argh, yes. I accidentally uploaded 0.9.5b in a file named 0.9.6. The real
0.9.6 is now published, and these silly upgrade loops should now be fixed.
