A ruleset for apache.org already exists in Git:

https://gitweb.torproject.org/https-everywhere.git/blob/HEAD:/src/chrome/content/rules/Apache.xml

It doesn't just cover https://apache.org/ and https://www.apache.org/

It also covers all of the other domains like:

https://spamassassin.apache.org/
https://httpd.apache.org/

Etc
