I've created a new mailing list, https-everywhere-rules at eff.org, that will
provide a channel for posts containing new HTTPS Everywhere rules and
low-impact discussion of existing rulesets' content.

This existing mailing list should now be a lower-volume forum for discussion
of the extension itself, and high-level issues about the way rulesets are
written and what is in them.
