[HTTPS-Everywhere] A Roadmap for HTTPS Everywhere 1.0

Here is a possible roadmap for HTTPS Everywhere 1.0:

0.9.9 stable:

    This will move the current development code into the stable branch.  It's
    currently blocking on a lack of good UI for 500+ rulesets.  We have the
    option of using katmagic's treeview branch, or merging some features from
    that into the development branch.  But improving the dialogue for
    searching/browsing/toggling all of the rulesets, while necessary, is
    secondary to what we really need, which is this:

1.0 stable:

    The only thing I currently have on the 1.0 horizon is fixing this bug:
