[HTTPS-Everywhere] ruleset update suggestion: exclude wiktionary

Hello

Thank you for a great plugin! (I'm using version 0.2.2.development.3 on Firefox)

For the next release, I'd suggest updating the wikipedia ruleset to
exclude wiktionary, because right now requesting
http://www.wiktionary.org takes people to
https://secure.wikimedia.org/wiktionary/www/wiki/ which is just a
landing page.

Wiktionary should be excluded, as there apparently is no SSL version yet.
