Mail.Yandex is biggest russian free mail service support https.
with simple rule like

<ruleset name="Mail.Yandex">
  <target host="mail.yandex.ru" />

  <rule from="^http://mail\.yandex\.ru/" to="https://mail.yandex.ru/"/>
</ruleset>

addons correctly redirect user to https-version of web-mail
