[HTTPS-Everywhere] NYTimes rule broken

The XML of the NYTimes ruleset is broken. Missing closing tag for the
rulesfordebate exclusion rule:

Would it be possible to do something clever with git hooks to prevent
incorrectly formatted rulesets from being commited?
