[HTTPS-Everywhere] New HTTPS Everywhere stable release

This is an updated and improved version of the 0.3.0.development.1 release
with a fancy new version number. The two big changes since 0.3.0.development.1
are that the Facebook secure cookies have moved into a "Facebook+" rule that
is off by default because it may break apps; and the <target host="">
performance optimisation is now working.

We'll turn on auto-updating for stable users tomorrow if nothing turns out to
be broken.
