[HTTPS-Everywhere] Perl module which uses HTTPS-Everywhere rulesets

In case anyone is interested, I've developed a Perl module which parses
HTTPS-Everywhere style rulesets and uses them to convert urls:

I'm using this module to dynamically convert the href attribute of
anchor tags on my own website from http to https when possible.
