[HTTPS-Everywhere] [PATCH] HTTPS Everywhere: fix location of rule directory

Hi,

the code used to find the rule directory in HTTPS Everywhere breaks when the 
extension is installed outside of Firefox's profile directory, e.g. as an 
administrative install.  Fix attached.
