[HTTPS-Everywhere] Do not load files ending with '~'

I noticed that the extension tries to load all files in the
HTTPSEverywhereUserRules directory, including the ones ending with
'~'.

I think an exception should be added to skip them to avoid false error
messages and unwanted behavior.
