[HTTPS-Everywhere] HTTPS for Creative Commons icons

Hello,

Creative Commons' i.creativecommons.org is accessible using HTTPS (but
AFAICT, no other part of creativecommons.org is). It provides the
icons of the licenses used by many websites.

The attached rule applies HTTPS to i.creativecommons.org. It's
probably too travel to be covered by copyright but in case it's
eligible, it's licensed under GPLv2+.
