[HTTPS-Everywhere] More ruleset changes

GoogleServices.xml has a rule tag which converts URLs like for example:

http://svg-edit.googlecode.com/svn-history/r1771/trunk/editor/svg-editor.html

To the https version. But there was no relevant <target/> tag, (only
googlecode.com and www.googlecode.com) so that rule never got executed.
I have pushed a fix to https://github.com/mikecardwell/https-everywhere

I have also pushed two new rulesets for chronicle.com and cj.com

Please pull these changes.
