[HTTPS-E Rulesets] Caisse-Epargne.fr.xml fix

Hi there,

I was tired of having to rewrite the url every time I tried to log into my
bank's website, so I looked into HTTPS-Everywhere and found out there was
already a rule for it but it got disabled because of a typo in the ruleset.
I fixed it, please find the working ruleset attached.
