[HTTPS-E Rulesets] User contributed rule for domain les-crises.fr

Hi,

I am contributing the attached rule, which rewrites
http://les-crises.fr and it's www. subdomain requests to https.

I believe it is of public interest that this rule be integrated in the
default ruleset. I tested it on my firefox installation and it seems to
perform just well.
