[HTTPS-E Rulesets] is this mailing list still used?

The list is still used, but I've been busy on Let's Encrypt work and
haven't merged anything from it recently. In general, GitHub is a good
way to get a faster merge if you have an account there, since it
requires fewer steps for committers.
