[HTTPS-E Rulesets] Exclusions for Ticket 3190

I forgot to mention the Amazon Web Services ruleset, which is where I found
out about this in the first place.

It has a long list of exclusions that should be reviewed.

Also, if that mailing list URL is still going to appear anywhere, then
change “mail1” to “lists”.
