[HTTPS-E Rulesets] Imgur ruleset

Hi there folks. I'm Bryn, an employee at Imgur. We've got full SSL support
across our site now and I have updated the existing ruleset. I was
wondering if I need to go this (email) route for submitting the changes or
if I should commit them via git.
