[HTTPS-E Rulesets] [PATCH] update freenode ruleset

The following changes should be made for the Freenode.net rulesets:

1. Move the 16 month old version of the main ruleset into stable. I can’t
vouch for it, but one subdomain has been requested repeatedly [1], there
don’t seem to have been any problems and the patch just posted expands it.
2. Apply the patch to the main ruleset.
3. Delete the problematic ruleset as it only covers one subdomain, that
subdomain is covered by this patch and that subdomain seems to work now.
