[HTTPS-E Rulesets] Rule Submission for Giflike.com

Hi there,

We would like to add the following ruleset for giflike.com:

  <rule from="^http://giflike\.com/" to="https://giflike.com/"/>

</ruleset>

We have tested it on our side with success.  For reference, this is an
example (here<http://www.giflike.com/a/iKfOS5t/white-phosphorus-pure-oxygen-p4-5o2-p4o10>)
of an animation that does not work without this ruleset.
