[HTTPS-E Rulesets] University of Washington rules updated

Hey there,
I was browsing around my school's site when I noticed it didn't get
redirected to https, even though it supported it. As such I've updated the
University of Washington's ruleset. I think I went and screwed up the git
stuff, but here is the new one:

(I've also attached it)

Is there something else I need to do? Some other way I need to format it?
