[HTTPS-E Rulesets] Flickr API changes

Hi,
I work at Flickr and the current stable HTTPS Everywhere rules for flickr.com<http://flickr.com/> are breaking our new photo page beta in Chrome.
Changing the API server from https://secure.flickr.com<https://secure.flickr.com/> to https://api.flickr.com<https://api.flickr.com/> will fix this issue.
I've created this change here:
