Moving the conversation to the -rules list.

Not to mention the fact that rewriting reg.jabber.ru to https creates a cert
warning.  It seems like we should either turn the ruleset off, or remove
everything related to reg.jabber.ru from that ruleset and ask jabber.ru to fix
their https support.
