[HTTPS-E Rulesets] Some cases of redirect loops

To whom it may concern:

The following rulesets (all of which exist in the 3.x branch) appear
to be broken with a majority of pages redirecting to http:

- Androidpolice - (www.)androidpolice.com
- BinaryTurf - (www.)binaryturf.com (I think I mentioned this
previously; sorry for the usual email organization issues...)
- Joyent - (www.)joyent.com (but not the other domains in the ruleset)
- National Security Agency - (www.)nsa.gov
