[HTTPS-E Rulesets] New SquirrelMail ruleset plus a partial Dwolla ruleset

A partial ruleset for Dwolla and a new ruleset for SquirrelMail are available at the
git://github.com/galenide/https-everywhere.git repository.

>From what it appears, a lot of the SquirrelMail pages include HTTP content via the
embedding of a Google custom search engine. It might be useful to suggest to Google
to include HTTPS support when custom search engines are embedded (and, for that
matter, to allow HTTPS Everywhere to apply HTTPS to Google custom search engines
that are embedded via HTTP references.)
