[HTTPS-E Rulesets] PowWeb and KSH rules provoke validation failure

Hi,

please, remove Powweb.com.xml as the same rule is already present in
PowWeb.xml, which has the additional securecookie rule.

Also, KSH.xml is broken, and can be fixed (at least for validation
purposes) by editing the rule with

<rule from="^http://([^@:/]*)\.ksh\.hu/" to="https://$1.ksh.hu/" />
