[HTTPS-E Rulesets] new rules for FreeBSD.org

FreeBSD.org just announced that they have signed certs for their main
website and also a few of their sub websites. One big change is that
the lists.freebsd.org site is no longer self signed.
Attached are the rules that enable them.
