[HTTPS-E Rulesets] Solve Media Rule

Hello,

We have recently noticed that there is a ruleset for Solve Media's api
subdomain. The ruleset is incorrect and redirects users to a non-existing
subdomain. Also, for security reasons, users attempting to connect to the
http subdomain should not be redirected to the https domain. Their behavior
will differs from normal traffic patterns and will trigger our security
mechanisms.
