[HTTPS-E Rulesets] Tumblr: regarding 25.media subdomain

To whom it may concern:

It looks like someone (correctly) discovered that 25.media.tumblr.com
is hosted on Akamai in at least some parts of the world. The problem
is that the ruleset is currently handling this via an exclusion, which
is not ideal given that it is still equivalent in content to all the
other *.media subdomains. It would probably be better to change the
rule that handles ^media to:
<rule from="^http://(?:25\.)?media\.tumblr\.com/"
        to="https://31.media.tumblr.com/" />
and move it before the rule that deals with arbitrary media subdomains.
