[HTTPS-E Rulesets] Craigslist ruleset breaks images on Craigslist

Hi Brian, thanks for reporting this. I merged in mishari's rule for
Craigslist in the latest release, but apparently it needs more testing. It
currently tries to rewrite all Craigslist.org subdomains to https, which
does appear to work for [location].craigslist.org.

Micah/pde, should we turn it to default_off in stable and make another
release for this?
