[HTTPS-E Rulesets] Paper.li Update

Updating Paper.li to be default off.

The reason for this is because user's "papers" won't load if these
rules are enabled. I know first hand from this with my own paper on
this site. It says "Sorry, we could not complete your request" and "
Try again in few minutes, if problem persists please contact support."
until you go back to a non-SSL url.
