[HTTPS-E Rulesets] Telegraph (mismatches) is missing default_off

To whom it may concern:

I noticed one more ruleset that claims to contain mismatches but is
missing a default_off field. As the title states, it is "Telegraph
(mismatches)" i.e. Telegraph-Media-Group-mismatches.xml.

P.S. Should we consider adding a test to the build process to look for
rulesets whose names and/or file names contain "mismatches" (or
related words like "self-signed," "expired" etc.) but are lacking
default_off?
