[HTTPS-E Rulesets] New ruleset for Comic-Con International

A ruleset for Comic-Con International should be available at the
git://github.com/galenide/https-everywhere.git repository.

Note: There may be an issue where the Firefox browser gives a
"Firefox can't establish a connection to the server at
secure.comic-con.org" error. In such a case, pressing reload
one or more times should cause the page to load. It is not clear
as to whether this happens with different browser configurations
or on different platforms. If needs be, the ruleset can be adjusted
to be off by default if the issue cannot be resolved.
