[HTTPS-E Rulesets] Valve (partial) ruleset breaks steam store

This appears to be another CDN issue. cdn.store.steampowered.com was
being rewritten to https://store.steampowered.com/ and while this
works in a browser, it was breaking the website. I'm unsure if there's
a better way to fix it besides commenting out the rule in Valve.xml.
