[HTTPS-E Rulesets] 14 New Rulesets

Regarding SchoolLoop, I mentioned in the original message to the
mailing list that https only works on subdomains and not the top-level
domain, which I tried (unsuccessfully) to set in the xml file. The
ones I mentioned were just random subdomains I found that came up on
Google, but https should work on any *.schoolloop.com.

The duplicate rule on harvard.edu is odd -- either my rulesets were
outdated or the ruleset had not yet been created when I wrote Harvard
Cyber Law rule. I'll try to make sure I have an updated development
build if I attempt to create any other rules.
