[HTTPS-E Rulesets] 14 New Rulesets

So before I even tried your rule, I went to https://www.schoolloop.com and
received a "Secure connection failed" message from Firefox. I would guess
that it's not a cert for the entire domain. So I'm going to rewrite your
ruleset to only work on the ones you mentioned and make sure they work
since those are the only ones you are certain work.
