[HTTPS-E Rulesets] Rename Wikipedia ruleset to Wikimedia

Hi,

Could someone please pull in this change set to rename the Wikipedia ruleset
to Wikimedia?

Wikimedia is generally a better title for all Wikimedia projects, and is
less confusing, especially for users more involved with the foundation.
