[HTTPS-E Rulesets] Khronos - no longer needs to be partial

To whom it may concern:

Sorry for the inconvenience; this is one last thing that got lost in
the shuffle while I was composing my last batch of emails.

The Khronos ruleset does not currently need to be "partial"; I was
probably overcautious when writing it originally.

That is, a blanket rewrite on the entire www.khronos.org domain seems
to work fine (cert doesn't match !www).
Also consider adding cvs.khronos.org .

This *should* be my last email for a little while, unless a major bug
crops up. Again, thank you for your time and help.
