[HTTPS-E Rulesets] Possible typo in 1.2.2 release change (Verizon)

To whom it may concern:

The exclusion that was added to the Verizon ruleset is undoubtedly
broken by the misspelling of the element name as "exculsion."

I am unable to test this as I do not have an account with Verizon, but
my common sense suggests this is a legitimate problem.
