[HTTPS-E Rulesets] Minor bugfix for wikimedias bugzilla

Hi,

Noticed while testing HTTPS Everywhere for Chrome that trying to view
attachments on the Wikimedia Bugzilla installation, ended up in a redirect
loop. Firefox doesn't seem to suffer from the same issue, and loads after a
couple of redirects.

 

As bug-attachment.wikimedia.org does not currently have HTTPS support (I
have logged a ticket to get that hopefully fixed in the near future), I've
added bug-attachment to the Wikipedia exclusion regex.
