[HTTPS-E Rulesets] Rule change for Mozilla

Hello Folks,

First of all, I'm the module owner for Planet Mozilla (planet.mozilla.org)[1].  

Unlike many Mozilla properties, Planet by nature of what it does and how it works (content from other sites, which won't be served over SSL) doesn't support https[2], meaning that users with HTTPS-Everywhere currently can't connect.  

Obviously if for some reason the site was ever modified that SSL would be handy,  we'll do so, but that doesn't appear to be the case anytime in the near future.
