[HTTPS-E Rulesets] 18 new rulesets

Dear Sir/Madame,

Attached are eighteen new rulesets for a total of twenty-seven domains,
divided into two commits. The existing file UPC.nl.xml was merged into
UPC.xml with added rules.

I have tested each ruleset - to my knowledge, they are working properly.
