[HTTPS-E Rulesets] New Salsa Labs ruleset with improvements and a problem fix

On November 27, 2012, Chris Vaughn of salsalabs.com mentioned an issue where
Salsa Labs users were experiencing problems when visiting the wiredforchange.com
domain, due to the Salsa Labs ruleset in HTTPS Everywhere performing cross-domain
redirects.

As such, a version of the Salsa Labs ruleset which no longer does cross-domain
redirects is available at the git://github.com/galenide/https-everywhere.git
repository. The new ruleset also features improved cosmetics and securecookies
support.
