[HTTPS-E Rulesets] WhatCD change: Default SSL

What.cd announced that all site browsing is now done over SSL: 
http://what.cd redirects to https://what.cd, and the SSL subdomain 
(https://ssl.what.cd) will continue to work.

Attached is the changed rule, and a diff.
