[HTTPS-E Rulesets] Vimeo ruleset needs update

The Vimeo Login ruleset should be updated to cover whole of Vimeo, in its current form it makes using Vimeo counterintuitive since it doesnt force https when using vimeo normally and therefore you arent logged in automatically as you should, it only forces vimeo to use https after you have logged in.
