[HTTPS-E Rulesets] Disable latimes.com rules (in Tribune.xml)

Hi,
the rule for the LA Times is broken: it doesn't load CSS stylesheets (among
other things) and trying to force a connection to https://secure.latimes.comor
https://www.latimes.com results in a HTTP 301(Permanent Redirect) to
http://www.latimes.com

This rule is defined (I don't know why) in Tribune.xml
