[HTTPS-E Rulesets] Please put these rules in GIT

I do not have write access to the main git repository. I am just a
volunteer who provides rulesets. I could put these rulesets into my own
git repository and ask them to pull them inm but I don't have time to
check through them all right now. Please email the list.
