[HTTPS-E Rulesets] Help writing rule for university site

Thanks a lot for your work at HTTPS everywhere.

I'm trying to write a rules for a moddle platform of my university.

I have just followed the rules of eff 's site

The code is

I have just saved them in a xml file and put in HTTPS rules folder.

When I browse the site I get no rules for this website.

But I don't understand the reason

Someone can help me?
