[HTTPS-E Rulesets] Some ruleset requests I forgot to mention earlier

Sorry to bug you again. Anyway:

To the Caltech ruleset, please add alumni. caltech. edu to the first
section ("normally https only"). (The domains with and without www
exist; the cert is valid for both; and there is no redirection from
one to the other.) Also, please remove the comment next to irsecure.
caltech. edu as it is no longer accurate in light of the previous.

New ruleset: Scientific Linux - trivial rewrite from scientificlinux.
org and www .scientificlinux. org to https://www.scientificlinux.org
(sorry if somebody already submitted this, but I'd have difficulty
seeing due to the issue I previously reported with the line endings in
default.rulesets)
Also, fermilinux. fnal. gov supports HTTPS (the Fermi Linux project is
affiliated with Scientific Linux; not sure whether it should be in the
same ruleset).
